year by year 通常用作状语,且含有逐渐(gradually)转变的意思;
year after year 可用作状语,有时也可用作主语或宾语,它通常暗示时间之长久(for many many years)。
比较:
He sent money year after year to help the poor.
Prices tend to rise year by year.

year after year 含有“年年重复,毫无变化”之意。而year by year含有“年年发生变化”之意。
例句:

Year after year I have a birthday present from my parents.
Year by year we grow a little older.

They liked the cool wet weather there and their number increase year by year.

上面的解释也适用于day after day 和day by day:

Day after day the mouse came back.

Day by day the situation is improving.

year by year 强调每年都有变化 ,渐变性
而year after year 只强调动作的重复 ,重复性
如:My parents become older and older year by year so I go to visit them year after year .
