asked to（过去分词作定语，表示被动。
相当于which was asked to the judger
没有ask sth to the sb结构。
不过，个人觉得，这句话有点奇怪的。
应该说asked by the judge更合适的。
相当于：which is asked by the judger.
This is the question asked by the judger.（这是法官问的问题。）

也可用定于从句which sb asked 但是这有点麻烦了

括号里面没见过这种用法的 用 which is to ask 这样表示的意思是将要 be to do有将来式的意思
