答案是D,为什么不选C 的原因我说简单一点吧(说多了也是废话):

看短语:base sth on sth else. 选C的话which to base on his arguments,显而易见 base 后面直接跟了on ,宾语都掉了。。。。与短语不一致。所以错误。

选D就不一样了。on which to base his arguments,base 后面直接跟得就是 他需要的宾语。
