Still的用法是对的。
When I could still fly这个不是完整句，你想表达的意思是什么？比如说“我希望还能飞的时候好好享受了生活”，就这样写： I wish I had enjoyed life when I could still fly.
不用still也行，比如：
I wish I had enjoyed life back when I could fly.

正确翻译是：我还能飞 = I am still able to fly 或 I still have the ability to fly.
