您好,英语中的时间状语可以分为3大类:1类是两个动作同时间发生,也就是有交集的时间点或是时间段;两个动作是一前一后,不是同时间发生;第三个是两个动作几乎同时间发生,也就是尽管是一前一后,但是动作是挨在一起的。
第三种的两个动作一前一后挨在一起的用法就是使用(on + 动名词词组)的形式体现出来的。所以:
On hearing that his father was ill, he was so anxious to be back that he immediately went to the station to buy a ticket?
这里可以理解为(一听到父亲病了,他的心理马上焦虑了……)也就是(听)和(焦虑)几乎是同时间发生的。
类似这样的句子还有比如:

on hearing表示“一听到”,强调每次都是同样的动作,例如:On hearing the bells,she rushed out of the classroom.每次她听到铃响,她就快速冲出教室。hearing是分词,表示“听到”,往往做伴随状语。
其实填after从语法角度上说也是没问题的,分句和主句前后主语一致就可以用这种用法。

这句话不填也可以,用现在分词作状语,也是可以的,但是要强调一怎样就怎样的时候,就要在动名词前面用一个介词on。
在德语中,现在分词也可以作状语,它的逻辑主语与句子中的主语是一致的,但德语中的现在分词短语作状语时,我们会把它的宾语和状语放在现在分词前面来使用,如:
Hörend, dass sein Vater krank war, wollte er so unbedingt wiederkommen, dass er sofort zum Bahnhof ging, um eine Fahrkarte zu kaufen.
