1、侧重点不同

committe 侧重于 级别 / 区域，通常是政党/社团/机关的某一级委员会（例如，中央委员会、全国委员会、省/市/区/县委员会）。

commission 侧重于 业务 / 任务，通常是主管某项业务的专门委员会（例如，军事委员会、纪律委员会、政法委员会）；或者是为了完成某项任务而设的临时委员会（例如，选举委员会、调查委员会）。
