"中国首都北京"的英文翻译应该是China's capital Beijing 还是China's capital of Beijing?

我在双语手机报上看到这么一句话, eight of the top 10 least polluted cities are Canadian, the Yukon capital of Whitehorse tops the list. 对后面这个of 的用法产生了以上的疑问，请大家指点。

当然是第一种对，手机报上的用法是在当时的被动语境中使用的，你单独用出来是不对的，只能说Beijing,the capital of China追问

the Yukon capital of Whitehorse tops the list 这里不是被动语境呀？还有今天的手机报又有一个类似用法的句子，Mexican police found 5 severed heads in front of a primary school in the Pacific coast resort of Acapulco。the Pacific coast resort和Acapulco应该是对等的关系，不是从属的关系，就如同the Yukon capital of Whitehorse一样，感觉中间的of 应该去掉，但是这种用法2次出现在手机报中，让我十分困惑
