无法笼统得说难不难。但在拉美国家里，对中国人来说，墨西哥的签证是比较难的。以前墨西哥签证曾经很容易签，后来有很多中国人利用墨西哥签证容易得到，借道墨西哥偷渡去美国，结果搞到现在墨西哥签证就比较难了。要求的话，还得问使馆，而且要看你申请什么签证。如果是旅游签证，应该没有语言要求。如果是留学签证则会有一定的语言要求。
去哪里签要看你户口了，一般都是到北京的墨西哥使馆申请。如果是华东的(上海领区)，则去墨西哥驻上海领事馆申请。本回答被网友采纳
