in the last three years可以是在指定的某一段时间里的最后三年或者是现在时间的前三年，可以是上世纪的最后三年：in the last three years of 20th century.或者06、07、08年。
而in the past three years只能是指现在时间的前三年，就是只有06、07、08这三年。
