而who had broken the window这样的定语从句加在student后面才可以修饰他。
Did you tell the children playing(who are playing) there not to make any noise?

不可以 who had broken the window.
Did you tell the children playing(who are playing) there not to make any noise?

The teacher criticized the student who had broken the window并没有现在分词,这是一个定语从句criticized, broken都在句中作谓语,所以不能省略Did you tell the children playing(who are playing) there not to make any noise? The teacher criticized the student broken the window.

The teacher criticized the student 。
