因为原来there is going to be本来就是表示将要； 而这里是
介词+逻辑主语+doing结构
改为从句就是

今年举行大选的可能性有多大?
there being从句就是
What's the chance that there is a general election this year? 还没有发生，所以用there is 不太好。
