定从的时态到底是用完成时还是时态前后一致？？

书上是说
It is the first / second time…+that…结构中的从句部分，用现在完成时。

可是
It is the first time that I see you.
It was the first time that I saw you
这两句怎么解释？

还是这个句型的时态有规律的。。帮忙解答一下。。最好是能确定正确的。明天老师要提问~~谢了！！
