Under the above mentioned background,it becomes very urgent and important to develop the financial investment and fund-raising system energetically yet steadily in order to make it fully give its fundamental functions and regulatory effects in promoting effective economic growth,adjusting the economic structure as well as strengthening the government macro control ability.Especially at present,when we use positive fiscal policy to start the macro economy,to increase the infrastructure investment,and expand the domestic demand,the financial investment and fund-raising system shows its futher irreplaceable functions from those of other policy means.As a budding yet catching-up country,Japan has a great many similarities to our country in the background of its economic development. Of course, Japan's experiences for successes and lessons for failures afford our country a lot to learn from and to use for reference,one of which is the financial investment and fund-raising system.
