美国研究生申请，各个学校不同学院豁免语言的条件也不完全一样，例如UC Civil and Environmental Engineering Berkeley：
· Have a basic degree from a recognized institution in a country where the official language is English.
· Have completed a basic or advanced degree at an institution, in the United States or abroad, where the language of instruction is English and the institution is accredited by one of the United States’ regional accrediting* agencies.
· Have completed at least one year of full-time academic course work with a grade B or better at a regionally accredited* institution within the United States.

一些学校对于香港地区的学校是不豁免语言的，例如Princeton：
Receiving a bachelor's degree in a country that lists English as an official language such as India, Pakistan, the Philippines, Hong Kong, Nigeria, or Singapore does not exempt an applicant from the English language proficiency requirement.

所以申请美国研究生最好进行语言考试，这样择校的范围就大一些。
有没有拿到国外大学的学位？
如果只是有两年英语国家学习经历，但拿不到对方的学士学位，基本不可能豁免；如果有两年英语国家学习经历并能拿到对方的学士学位，可以豁免TOEFL的学校会多很多。
只有少数学校允许拥有1年以上英语国家学习经历，可以豁免TOEFL。
对于明确提到2+2学位是否可以豁免TOEFL的，美国综合性大学TOP80里面，我目前见过的只有密歇根大学安娜堡分校和波士顿大学，
前者的说法是：
如母语为英语，可无需递交语言成绩
如在全英教学的学校修完整个本科阶段课程，且取得学位，可无需递交语言成绩。需要注意的是2+2项目不可豁免语言成绩
如在全英教学的学校修完整个研究生阶段课程，且取得学位（研究型硕士学位除外），可无需递交语言成绩
如目前就读于密歇根大学系统，可无需递交语言成绩
后者的说法是：
以文理学院为例：如本科或研究生毕业于或即将毕业于以下国家，如美国、加拿大、英国、澳大利亚、新西兰或爱尔兰，且已获得或即将获得本科或研究生学位，可无需递交语言成绩，需要注意的是：国内大学与上述国家的双学位合作项目或交流项目均必须递交语言成绩，不可豁免
