应该用to be taken
里面牵涉到两个语法：
1.allow to do的固定用法
2.to be taken这是被动语态，表示杂志“被”拿走

如果这里用to be taken，那么be就与原句中的are重复，也就是说这句话中的主动还是人，即：此句话中的发语人是主动者，所以还应用to take
