Have got和have其实是一样的，没有什么特殊情形把两者分开。但是用法有一定区别。
在肯定句中，两者可以互用，也就是说got可以省略。
例如：I have (got) the chance to go to school.
但是在疑问句和否定句中有不一样的地方。
以上面那句话为例，如果改成疑问句，
用have：Do you have the chance to go to school?
用have
got:Have you got the chance to go to school?
如果改成否定句：
用have:I don’t
have the chance to go to school.
用have got:I
haven’t got the chance to go to school.
也就是说，have本身是行为动词，构成疑问和否定需要助动词帮助，而have got本身可以把have看成助动词。
